Given the lean resources at the disposal of Council, the Chairman Hon. Waribugo Sylva evolved a new paradigm of community development which he christened TWO-BY-TWO
By this paradigm, a cash of Two Million Naira is made available to two communities to embark on very pressing development projects such as renovation of Healthcare Centres, sinking of boreholes, clearing of inter-community roads etc.
